Request to Speak
The Request to Speak (RTS) system is an online tool that allows Arizona constituents to register an opinion on bills under consideration by the Arizona State Legislature. Through RTS, you can support, oppose, or stay neutral on a bill, leave a written comment, and choose whether or not to speak in person at a committee hearing. Once a bill is on a committee agenda, legislators see the list of names, positions, and comments before the vote.
One-Time In-Person Activation Required
To use RTS, your account must be activated in person, one time, at a kiosk at the Arizona State Capitol or the Tucson Legislative Office. You can create the account online beforehand, but it must be activated in person before you can register opinions on bills. After activation, everything else can be done from any computer or phone.

You only need to make the trip once. After your account is activated, you can register opinions on any agenda bill from anywhere with an internet connection.
Can’t Get to the Capitol?
If traveling to the Capitol or Tucson office is a barrier, your account can be activated on your behalf by a proxy. This is a common, accepted practice and is offered by a number of advocacy organizations across Arizona. For LD8 residents, contact our 1st Vice Chair for assistance.
How to Use RTS

Go to apps.azleg.gov and sign in.

Click the Request to Speak tile.

Click New Request.

Search for the bill number (for example, HB2309 or SB1234) and click Add Request.

Select your position: For, Against, or Neutral.

Choose whether you wish to speak at the committee hearing in person. (You don’t have to.)

Optionally, leave a written comment. This may be read aloud during the hearing.

Click Submit.
Important: You can only register a position on a bill while it is on a committee agenda. Once the bill has been heard, you can no longer add a comment.
